Michigan Orders Five Online Casinos to Halt Illegal Gambling Operations

The Michigan Gaming Control Board (MGCB) has issued formal cease-and-desist orders to five online gambling operators accused of conducting business in the state without valid licenses. The enforcement action is aimed at BoVegasCasino, BUSR, Cherry Gold Casino, Lucky Legends, and Wager Attack Casino, all of which were found to be offering games to Michigan players unlawfully.

According to the MGCB, these sites were in violation of several state laws, including the Lawful Internet Gaming Act, the Michigan Gaming Control and Revenue Act, and provisions within the state’s Penal Code.

The five platforms reportedly accepted deposits and wagers from Michigan users on various games such as blackjack, slot machines, and sports betting—none of which were conducted under regulated oversight. As a result, users of these sites are exposed to considerable risks, including delayed or missing payouts, a lack of dispute resolution channels, and the possibility of unfair or fraudulent practices.

“These illegal sites undermine the integrity of Michigan’s regulated gaming industry and put players at serious risk,” said MGCB Executive Director Henry Williams. “We will not tolerate unlicensed gambling operations that exploit Michigan residents. Our top priority is to protect the public by enforcing the law and shutting down these illegal platforms.”

• BoVegas Casino was found to be offering a wide range of slots and table games without respecting Michigan’s licensing structure.
• BUSR promoted itself as both a casino and sportsbook despite lacking legal authorization to operate in the state.
• Cherry Gold Casino provided slot and table games, but without regulatory approval, placing players in a vulnerable position.
• Lucky Legends advertised bonuses and VIP perks but circumvented consumer protections outlined in state law.
• Wager Attack Casino hosted both casino games and sports betting, again without any official license, violating multiple gaming statutes.

Each of the five operators has been ordered to cease all gambling-related activity in Michigan within 14 days. Failure to comply will result in further legal action, which may involve collaboration with the Michigan Department of Attorney General.

Henry Williams reinforced the regulator’s stance, stating, “We will continue to take strong action to protect the integrity of Michigan’s gaming industry and to ensure that residents have access to safe, legal, and regulated gambling options.”

To help combat illegal gambling, the MGCB is asking residents to report any suspicious or unlicensed gambling activity. Reports can be submitted by phone at 1-888-314-2682 or via email at [email protected].

This action comes as part of the MGCB’s broader enforcement strategy, which also includes ongoing training efforts for the legal gaming sector. In April, the agency hosted a human trafficking awareness session for industry professionals, reflecting its commitment to maintaining ethical and secure gambling environments.
